campbell reports from our washington, d.c. newsroom, the obama administration is now making a push for all spy agencies to have the same access. >> reporter: there's a report out from "reuters" and it says there is a treasury department document stating the obama administration wants to give all u.s. spy agencies access to a massive financial database. right now, only the fbi has full access to the database. other spy agencies like the cia and national security agency have to file case by case request to get that same information. and "reuters" says the white house is taking action so the agencies can have unlimited access. banks have to report any cash transactions over $10,000 as suspicious and they get put into this database. "reuters" says banks often overreport to be safe and that puts americans with no criminal instent in the spotlight of the federal government. >> we also to make sure that we're giving it sufficient oversight that congress is paying attention as well as the privacy information. >> reporter: expanding the bank account access

trying to reach a compromise with the obama administration or making available birth control to women in the workplace, from the workplace relationships. and i thought dolan was a couple of hours where he said, i like the compromise and it's a start. only later when the entire group of catholic bishops of the united states got together where there was a stronger rejection. i think he always tries to find a moderate. tim dolan of new york. cardinal dolan. i think if you are a monitor or progressive that there will be changes. there has to be a clean-up of the scandal. i think there has to be some modification in terms of the position on birth control so they can regain, as we say in politics, traction. where people begin to listen again on these matters of sexual conduct. i think it is important they do both these things. clean up the mess with regard to exploitation of altar boys, let's be honest. and come back it marriage and what marriage is really about. marriage is not just about having children. it is about a loving relationship, hopefully for life, and understanding the role tha

house for us. how much of a problem is north korea right now for the obama administration? >> reporter: well, i think it is a problem, craig. the obama administration had been hoping when kim jong-un took over that he would help to lead north korea out of isolationism. really the opposite has happened. he's become more bellicose than his father and these intercepters are going to be placed because of recent provocations from north korea and there is a sense that they've made advances in nuclear capabilities. last week, north korea threatened a preemptive nuclear strike against the united states and also they're ending their treaty with south korea. to there is a lot of concern. we should say this move to increase the number of intercepters marks a shift in the obama administration's policy, because back in 2010, they had said they weren't going to add new intercepters. this comes as president obama is just starting his second term. he's mapped out an ambitious agenda. but experts say this is going to take up a large portion of the next several years, concerns about north korea and iran

the obama administration from granting state waivers to work requirements under welfare. republicans charged the president is trying to gut the 1996 welfare reform law. last summer, the white house said it would grant waivers, if states can meet welfare-to-work goals by other means. so far, no state has applied for a waiver. the house bill is not expected to pass the democratic- controlled senate. a juvenile court in steubenville, ohio today opened a rape trial that's drawn international attention. the two defendants are high school football players, ages 16 and 17. they're accused of raping a 16- year-old girl last august. social media postings have fueled claims that other students should have been charged and that police under- played the incident to protect the football team. the police have denied it. in china, authorities near shanghai pulled hundreds more dead pigs from a river that provides drinking water to the city. in all, they've found more than 6,600 pig carcasses in the water since friday. officials say the dead animals mayave been dumped swine farms upstream. the shanghai cit

-continental missiles. president obama stopped deployment of additional reenforcements when he took office you may remember back in 2009. now administration officials are saying they've reconsidered, in the wake of those escalating threats from north korea. last week north korea officials vowed to bring it to washington after the tough economic punishments. and now move to the persian gulf where an iranian fighter vet approached a u.s. drone in the skies above the gulf according to the pentagon. defense officials say it got within 16 miles of the unarmed drone while it was conducting a classified surveillance flight over international waters on tuesday, but what of the two u.s. military aircraft escorting that drone fired a warning flare and after that the iranian jet broke off pursuit. you may remember in november, the pentagon reported fighter aircraft from iran actually fired at one of our drones, but did not destroy it. u.s. officials maintain they have the right to protect our military assets. well, it could be a preview of the 2016 presidential race. some possible republican contenders speak
